SEC. 104.  Improved Flight Deck Integrity Measures

Flight deck integrity

Issue an order regarding flight deck integrity including the following provisions:

1)   Prohibiting unauthorized access to the flight deck

2)   Strengthening of the flight deck door and locks

3)   Require that flight deck doors remain locked while aircraft is in flight

4)   Prohibiting the possession of a key to the flight deck door by any member of the flight crew who is not assigned to the flight deck

SEC. 104 (a) (2)

Safety modification

Modification of safety and security procedures and flight deck redesign to ensure the safety and security of the aircraft.

Implementation of other safety methods

May develop and implement additional security methods including:

1)   Use of video monitors

2)   Ensure continuous operation of an aircraft transponder in the event of an emergency

3)   Revise the procedures by which cabin crews can notify flight deck crews of security breaches

SEC. 104 (c)

Commuter Aircraft

Investigate means of securing the flight deck of scheduled passenger aircraft that do not have a rigid fixed door with a lock between the passenger compartment and the flight deck.

SEC. 106.  Improved Airport Perimeter Access Security

Airport Perimeter Screening

Requires screening or inspection of all individuals, goods, property, vehicles, and other equipment before entry into a secured area of an airport.

Establish procedures to ensure the safety and integrity of all persons providing services or supplies, including catering and passenger amenities.

Requires vendors having direct access to the airfield and aircraft to develop security programs.

May provide for the use of biometric or other technology that positively verifies the identity of each employee and law enforcement officer who enters a secure area of an airport.

SEC. 107.  Crew Training

Crew training in General

Develop a detailed guide to help train flight and cabin crew to deal with potential security threats.

Air Carrier Programs

Each air carrier shall develop a flight and cabin crew training program in accordance with that guide (described above).

Individual air carriers

Within 60 days after the Administrator issues the guidance under subsection (a) in final form

SEC. 107 `Sec. 44918 `(d)

Training

Complete the training of all flight and cabin crews in accordance with that program (described above).

Individual air carriers

Within 180 days after the Administrator approves the training program developed by an air carrier under this section

SEC. 110.  Screening

Checked Baggage

Screen all checked baggage at all airports in the United States.

Explosives Screening

Ensure the screening of all checked baggage for explosives.

SEC. 110 `(e)

Mandatory Screening Where EDS Not Yet Available

Requires alternative means for screening any piece of checked baggage that is not screened by an explosive detection system.  One of the following methods may apply:

1)   A bag-match program

2)   Manual search

3)   Search by canine

4)   Other means or technology approved by the Under Secretary

Not later than the 60th day (January 18, 2002) following the date of enactment of the Aviation and Transportation Security Act

SEC. 110 (c) (1)

Federal Screeners

Deploy Federal screeners, Federal Security Managers, Federal security personnel, and Federal law enforcement officers to conduct the screening of all passengers and property.

Not later than 1 year (November 19, 2002) after the date of enactment of the Aviation and Transportation Security Act

SEC. 110 (d) (2)

Screening Of Small Aircraft

Prepare a report on the screening requirements for passengers boarding, and property being carried aboard, aircraft with 60 seats or less used in scheduled passenger service.

SEC. 111.  Training And Employment Of Security Screening Personnel

Establish qualification standards for individuals to be hired as Federal security screening personnel.

All air carriers operating passenger flights to the United States shall provide to the Commissioner of Customs an electronic transmission of the passenger and crew manifest.
