Four New York Airports to Use Rannoch Systems for Tracking and Billing

The Port Authority of New York & New Jersey (PANYNJ) will use two Rannoch systems to improve its ability to identify and track aircraft that use its airports, and to automatically collect the data necessary for operational and billing purposes.

Rannoch's solution for PANYNJ is based on its AirScene airport management system and its recently acquired ERA MSS (multisensor surveillance system) network of flight tracking sensors that will be deployed around New York's Kennedy and LaGuardia airports, as well as Newark and Teterboro in nearby New Jersey.

ERA MSS is based on what Rannoch calls an extended automatic dependent surveillance technology (ADS-X) that tracks aircraft with high accuracy by combining ADS-B (broadcast) and multilateration along with several other less prominent techniques.  Rannoch believes the technology is advanced enough to give the Port Authority a system that will be compatible with what the FAA will use for tracking in the NGATS (next generation air transportation system).

There are two separate projects involved in the Port's overall upgrade program, both of which will use the same MSS sensor infrastructure and AirScene data feeds, while serving different business purposes.  The first involves the replacement of the Authority's current CATER (collection and analysis of terminal records) system, which relies heavily on manually acquired data, with an automated E-CATER electronic system that will provide the Port with significant improvements in acquisition speed and accuracy.

The second project will automate the Authority's IAB (itinerant aircraft billing) system which collects and processes large amounts of operations' data from non-reporting airlines at JFK, Newark and Teterboro that are used to collect an estimated $250M in annual revenue for the Port.  12-20-2006.
