Eurocontrol Council Agrees to Create a Performance-Based ATM System
Eurocontrol's 38 member states have agreed to create a performance-based ATM (air traffic management) system for Europe and adopted
targets for safety, capacity and delays and cost-efficiency.
At a meeting held on November 14-15, the organization adopted a
performance target for en-route air traffic management delays of one minute per
flight over the next five years; a reduction of the distance flown by each
aircraft of two kilometers per year, which is equivalent to removing 24,000
flights from the European system; and a real unit cost per kilometer reduction
of 3% a year for the next five years. It also endorsed the Eurocontrol
Agency Business Plan for the next five years (2008-2012) with funding for
SESAR (Single European Sky ATM Research) and its activities for the first
time.
The Council also set a minimum level of safety for all of its air traffic control service providers and state
