African ATM Organization to Work with IATA on Aviation Improvements
The African air traffic management organization, ASECNA and IATA have agreed to work together on several
aviation improvement projects including ADS-B and C (automatic dependent surveillance-broadcast and contract).
ASECNA (L'Agence pour la Sécurité de la Navigation aérienne en Afrique et à Madagascar) manages 16.1
million square kilometers of airspace (1.5 times the size of Europe) that covers
six FIRs (flight information regions): Antananarivo, Brazzaville, Dakar Oceanic
and Terrestrial, Niamey and N'djamena.
IATA will assist ASECNA to educate regional governments on civil aviation requirements and promote
technologies, such as ADS-B and C, which are compatible with civil aviation's
global plans for these technologies.
In addition IATA and ASECNA will jointly press for aeronautical infrastructure policies that meet airspace
user requirements including support for the development of AFI (Africa/Indian
Ocean) Air Navigation Plan and the rationalization of the route structure and
extension of air traffic control. ASECNA will also explore opportunities to set
up a special infrastructure fund for necessary modernization projects there.
Efforts also will focus on training issues, including ways to help airlines, airport operators, civil
aviation authorities and air navigation service providers, to meet new ICAO
requirements starting in January 2009, as well as English language proficiency
